Technical expert review

The review each Party’s Biennial Transparency Report undergoes under Article 13.11–13.12 of the Paris Agreement. A team of experts checks the report’s consistency with the modalities, procedures and guidelines for the transparency framework, considers the Party’s implementation and achievement of its NDC and any support it provided, and identifies areas for improvement. For developing countries that need it, the review includes help in identifying capacity-building needs, and it pays particular attention to national capabilities and circumstances.

Why it matters in the room

The review does not judge whether an NDC is adequate. The guidelines bar review teams from making political judgments and from reviewing the adequacy of a Party’s NDC, domestic action or support (decision 18/CMA.1, annex, paragraph 149). Its report feeds the facilitative, multilateral consideration of progress.
