Facilitative, multilateral consideration of progress

The step that follows the technical expert review under Article 13.11 of the Paris Agreement: other Parties question a Party on its efforts on finance under Article 9 and on its implementation and achievement of its NDC. It has two phases, written questions and answers followed by a working group session, and draws on the Party’s transparency report and its review report.

Why it matters in the room

It is facilitative: a public exchange among peers, not a compliance procedure. A Party that does not take part can, however, come before the Implementation and Compliance Committee (decision 20/CMA.1, annex, paragraph 22(a)(iii)).
