“The Algorithmic Bureaucrat” — How AI is Dismantling the Renewable Energy Permitting Bottleneck

In most OECD jurisdictions, the permitting process for utility-scale renewable energy projects takes longer than the construction of the projects themselves. This article examines how AI-assisted regulatory review systems — currently being piloted in Germany, the Netherlands, and South Korea — are reducing permitting timelines from years to months by automating environmental impact assessment cross-referencing, stakeholder consultation mapping, and multi-agency approval routing. It argues that permitting reform is not a political question but a computational one, and outlines a framework for deploying NLP-based review engines within existing administrative law structures.
