Internationally Transferred Mitigation Outcome

A unit of emission reductions or removals transferred between countries under Article 6.2 of the Paris Agreement, so that one country can count it towards its NDC or other purposes. Transfers require authorisation by the host country and are subject to accounting rules, including corresponding adjustments, to avoid double counting.

Why it matters in the room

ITMOs turn mitigation into a tradable, negotiated asset between governments. The authorisation and accounting steps are where host countries decide how much of their own mitigation they are prepared to export.
