Authorisation (Article 6.2)

A Party’s formal statement that mitigation outcomes may be used towards another Party’s NDC or for other international mitigation purposes. Under the guidance on cooperative approaches (decision 2/CMA.3), outcomes that are authorised and first transferred count as internationally transferred mitigation outcomes, and the transferring Party applies a corresponding adjustment for them. Credits issued under the Article 6.4 mechanism can be authorised in the same way.

Why it matters in the room

Authorisation is the step at which a host country agrees that reductions on its territory will count elsewhere rather than towards its own NDC, so its timing and terms are often what bilateral agreements turn on.
