Federal Decree-Law No. 11 of 2024 on the Reduction of Climate Change Effects
The UAE's Federal Decree-Law No. 11 of 2024 on the Reduction of Climate Change Effects entered into force on 30 May 2025. It requires public and private entities, including those in free zones, to measure, report and reduce greenhouse gas emissions and keep records for at least five years, and provides for a National Carbon Credit Registry and fines of AED 50,000 to AED 2 million.

The decree-law gives the Ministry of Climate Change and Environment (MOCCAE) and local authorities powers to manage greenhouse gas emissions with the aim of climate neutrality and stronger adaptation. The Cabinet determines annual emission-reduction targets for sectors, local authorities develop plans, and the law establishes a National Carbon Credit Registry and carbon offsetting mechanisms.
Issued on 28 August 2024 and in force since 30 May 2025, the law requires in-scope entities to measure emissions using MOCCAE methodologies, prepare an emissions inventory, keep records for at least five years, adopt reduction strategies and report to the ministry; advisers report a compliance deadline of 30 May 2026. Violations carry fines from AED 50,000 to AED 2 million, doubled for repeat violations within two years.
