Draft Climate Change Act
Thailand's Cabinet approved the country's first draft Climate Change Act on 2 December 2025, a bill of 205 sections in 14 chapters. The draft provides for an emissions trading system, a carbon tax, carbon credits and a Climate Fund; it remained under review in 2026 and is not yet law.

The draft Act would create a statutory framework for climate change management across sectors, administered primarily by the Department of Climate Change and Environment (DCCE). Its mechanisms include a mandatory greenhouse gas emissions trading system, a carbon tax, carbon credits and a Climate Fund to finance mitigation and adaptation.
After Cabinet approval in principle on 2 December 2025, the draft was forwarded to the Office of the Council of State for legal review before submission to Parliament. In May 2026 the Minister of Natural Resources and Environment directed prompt submission of the draft, and DCCE and Council of State officials carried out a reading of the text. Thai media reported in July 2026 that it remained a draft without legal effect.
