Framework Law on Climate Change (Law No. 21,455)
Chile's Framework Law on Climate Change, published on 13 June 2022, makes greenhouse gas emissions neutrality by 2050 at the latest a legal goal, evaluated every five years by the Ministry of the Environment. It provides for national and sectoral emission budgets through the Long-Term Climate Strategy and requires sectoral mitigation and adaptation plans.

Law No. 21,455 was promulgated on 30 May 2022 and published in the Diario Oficial on 13 June 2022. Article 4 provides that greenhouse gas emissions neutrality must be reached no later than 2050, with the goal evaluated every five years. The law defines a national emissions budget and sectoral emissions budgets assigned through the Long-Term Climate Strategy.
Sectoral mitigation plans (Article 8) must set out the actions needed so that each sectoral authority does not exceed the budget assigned to it; sectoral budgets to 2030 are assigned in the Long-Term Climate Strategy. Title III provides for greenhouse gas emission standards for establishments and for emission reduction certificates. The law also covers adaptation plans, strategic water-resource plans for river basins and annual reporting on public climate spending.
