Kazakhstan Emissions Trading System (KAZ ETS)
Kazakhstan launched its ETS in January 2013; it operates under the 2021 Environmental Code and covers 229 installations accounting for around half of national CO2 emissions. A draft allocation plan for 2026–2030 was published in October 2025, and a carbon budget for 2026–2030 was reported as approved by ministerial order on 19 March 2026.

The KAZ ETS is a cap-and-trade system for installations in the power, centralised heating, extractive and manufacturing sectors, governed by the 2021 Environmental Code and implementing rules on greenhouse gas trading and state regulation of emissions. It was briefly suspended in 2016 and 2017 to address operational issues and reform allocation rules.
Phase 5 ran from 2022 to 2025 and Phase 6 covers 2026–2030. A draft national allocation plan for Phase 6 was published in October 2025, and auctioning was under development. The legal portal Zakon.kz reported that an order of the Minister of Ecology and Natural Resources dated 19 March 2026 approved a carbon budget for 2026–2030, with quota-covered emissions of 163,551,071 tCO2 in 2026 declining to 148,081,608 tCO2 in 2030.
