NDC synthesis report

The UNFCCC secretariat’s report that brings together the nationally determined contributions communicated by Parties, summarising their content and estimating their combined effect on emissions. It is prepared on a mandate from the governing bodies and updated as new NDCs are recorded.

Why it matters in the room

The headline figures change with each edition, so always cite the edition and its cut-off date. The October 2025 edition (FCCC/PA/CMA/2025/8) covered 64 new NDCs recorded by 30 September 2025, about 30 per cent of global emissions in 2019.
