Mitigation Work Programme

The Sharm el-Sheikh mitigation ambition and implementation work programme, established by decision 4/CMA.4 to urgently scale up mitigation ambition and implementation in this critical decade, in a way that complements the Global Stocktake. It works through global dialogues and investment-focused events, and its outcomes are non-prescriptive and non-punitive and impose no new targets or goals.

Why it matters in the room

Decision 4/CMA.4 runs the programme until CMA8 (November 2026), where Parties are to decide whether it continues, so its future is a COP31 question (decision 13/CMA.7, paragraph 15).
