The gap between what is pledged and what is enacted is the number everyone wants and few can defend. This module teaches how to build one honestly: countable indicators over composite indices, methodology stated openly with its weaknesses, and a firm refusal to construct evaluative rankings that cannot survive scrutiny. The discipline is knowing what your number can and cannot say.
Exercise
