Comparison is where most climate data goes wrong: a tidy table that quietly treats a binding statute and a cabinet aspiration as the same thing. This module teaches disciplined comparison — classifying instruments by legal stage and effect consistently, comparing like with like, and knowing the moment when you cannot. It is the reading discipline the whole Green Data track is built on.
Exercise
Take two countries' “carbon pricing” measures. Are they the same legal stage? Justify the classification from the primary text.
Find one instrument that is easy to miscompare. Write the one sentence that keeps the comparison honest.
