National carbon pricing instrument (none in place)
Tunisia has no carbon tax or emissions trading system in operation. The national energy conservation agency (ANME) states that Tunisia plans to establish the conditions to initiate a carbon pricing programme, and in 2025 the tax policy directorate sought technical assistance for a feasibility study on gradually introducing a carbon tax.

According to ANME, carbon pricing mechanisms proposed in Tunisia's Nationally Determined Contribution are seen as tools to encourage investment in energy efficiency and renewable energy, and Tunisia plans to establish favourable conditions to initiate a carbon pricing programme. Tunisia levies several environmental taxes whose revenues feed dedicated funds, but none is a carbon tax based on CO2 emissions.
Status as of October 2026: no carbon pricing instrument in force. In 2025 the Directorate General for Tax Studies and Legislation (DGELF) sought technical assistance for a feasibility study on the gradual introduction of a carbon tax, to inform later finance-law work. The changes made by the 2026 Finance Law to the environmental protection tax concern plastic products rather than CO2 emissions; no carbon tax provision was identified.
