Global Goal on Adaptation

The collective goal in Article 7.1 of the Paris Agreement of enhancing adaptive capacity, strengthening resilience and reducing vulnerability to climate change. A framework setting thematic and process targets for the goal was adopted at COP28 in 2023, and work on indicators to measure progress followed.

Why it matters in the room

Adaptation has historically lacked a measurable goal comparable to the temperature target. How progress towards the GGA is measured shapes adaptation finance and the next Global Stocktake.
