Overview

The track's assessed exercise. You choose a jurisdiction, draft the operative provisions of a climate framework instrument for it — provisions, not aspirations — and then defend your drafting choices against the legal and institutional objections they will meet. This is where the four preceding modules are put to work: a target, converted into an instrument, made observable, and able to survive a room.

Exercise

Draft the three core operative clauses of a framework instrument for your chosen jurisdiction: the duty, the instrument that carries it, the reporting hook.

Write the two strongest objections a ministry of finance would raise — and redraft one clause to survive them.
