Overview
A pledge is not a policy. Between the podium and the statute book sits a conversion problem that most climate commitments never solve: no sponsoring ministry, no instrument that can actually carry the target, no reporting hook to make it observable. This module maps the pathway a commitment must travel — tax, procurement, permitting, standards — and teaches you to spot, early, which pledges have a drafting route and which are stranded.
Exercise
Choose a country's headline 2030 target. Name the specific domestic instrument(s) that would have to carry it. Does that instrument exist yet?
For the same target, identify the reporting hook: what data would have to be collected for anyone to know whether it is being met?
